The Real Cost of School Swatting — and Why It’s So Hard to Measure

A false report of an active shooter or a planted bomb — made to trigger a full emergency response — is routinely dismissed as a harmless prank. It is not. A single hoax empties classrooms, consumes an armed police response, and steals hours of learning; a pattern of hoaxes compounds into serious, lasting harm across an entire district. Here is what school swatting actually costs, why the true figure is so hard to measure, and why the numbers keep climbing.

A “prank”? Not even close

When a school is swatted, the visible response — police, evacuation, the eventual “all clear” — is only the surface. Underneath are real costs that never appear on any invoice: instructional time lost during lockdown or evacuation, students who go home and don’t come back, students who stay but can’t focus, and a smaller group carrying lasting stress for days or weeks. Because none of it is billed, it’s easy to conclude a hoax “cost nothing.” That conclusion is wrong — and correcting it is the entire point of measuring these events.

The costs nobody counts

TDR’s cost model measures four distinct kinds of loss, kept separate so hours are never double-counted:

  • Immediate lost instruction — time gone while students are locked down, evacuated, or sent home.
  • Students who don’t return — for the rest of the day, or the next day, out of fear.
  • Students who stay but can’t learn — present, but rattled and disengaged.
  • Lasting stress — a smaller group affected for days or weeks afterward.

Published academic research supports the direction of every one of these effects — lockdowns measurably raise anxiety and stress, anticipatory fear carries real cost, and stress demonstrably impairs learning. What the literature does not hand over is the exact magnitude for swatting. That has to be derived from field data — which is where a decade of records matters.

The threat landscape is accelerating

The strongest reason this cost can’t be captured in a fixed table of percentages is that the problem itself refuses to hold still. When TDR spoke with The New York Times in September 2024, monthly school threats had already grown from an average of 29 five years earlier to 785, and on the Monday after the Georgia school shooting, 500 schools were under threat in a single day. In TDR’s 2024–25 reporting, that figure has since risen to nearly 4,000 schools impacted every month.

After the September 2024 shooting in Georgia, The New York Times — which interviewed TDR for its reporting — documented more than 700 students arrested across at least 45 states in the three weeks that followed, nearly 10% of them age 12 or younger. A single real tragedy can drive a wave of fake threats, and the harm of each is amplified by the moment in which it lands.

How schools respond has changed too: in 2016–17 the common answer was to send every student home for the day; today it is more often to lock the doors, bring police on-site, and keep instruction going. COVID-era isolation shifted students’ mental-health baseline. A model built on frozen numbers would misread every one of these shifts — which is why ours is built to move.

Why measuring it takes more than a formula

A credible per-event figure weighs many moving parts at once — how the school responded, who was genuinely exposed, how the threat was delivered and how credible it was, how many threats the district has absorbed recently, whether the community is reacting to a recent real tragedy, students’ developmental stage, the local value of an instructional hour, and the school’s own normal attendance pattern as a counterfactual. Each takes a different value for every event, so no two threats yield the same result.

That is what can’t be shortcut. For nearly ten years, TDR has studied approximately 100,000 real and fake threats and produced court-admissible documentation defending these figures. That reach extends well beyond TDR’s own walls: TDR is the only organization that tracks the victims and the true cost of swatting and related threats. That is why its data helps train thousands of law enforcement officers every month, and why law enforcement and prosecutors often rely on it to help establish the damages these events cause. Because no comparable resource exists, TDR is also the name practitioners point to when a colleague asks who to turn to. Grounding real-world training and real cases in this evidence speaks to its depth more than any self-assessment could. The formula is the easy part; the decade of data behind the numbers is what makes them mean anything.

The bottom line: these threats are preventable

Swatting and hoax threats are a learned behavior — and they can be stopped. A combination of screening technology, real consequences, and student education intercepts threats before they disrupt a school and deters the next one. That is what TDR’s SAM (School Access Manager) suite was built to do.
